CARSON CITY, NV. (KRNV) — U.S. Immigration and Customs Enforcement (ICE) agents arrested more than a dozen people Tuesday morning across northern Nevada as part of their daily operations under the Trump administration.
Federal agents made 17 arrests in Reno, Sparks, Sun Valley and Carson City on Monday and an additional 16 by noon Tuesday. ICE officials said everyone arrested this week has a previous criminal conviction. News 4 is working to gather more details on all the individuals who were arrested.
Rodolfo Hernandez-Yanez, 56, was arrested a rideshare parking lot along Highway 50 near Carson City. Hernandez-Yanez, a Mexican national living in the United States illegally, was taken into custody while taking his children, aged 17 and 18, to school in Incline Village.
The arrest followed a stakeout by ICE agents who observed Hernandez-Yanez leaving his Carson City home. Undercover agents tracked him to the parking lot, where he was arrested without incident. A News 4-Fox 11 investigative reporter and photographer were allowed to follow ICE agents Tuesday as they made the arrest.
ICE reported that Hernandez-Yanez attempted to enter the U.S. without documentation in 2005 and was subsequently turned away at the border. He later entered the country illegally and was convicted of involuntary manslaughter on Feb. 14, 2014 in El Dorado County, serving a 364-day prison sentence.
A judge ordered his final deportation on July 12, 2019. His appeal was denied in March 2023, and a petition for review was dismissed in May 2024. ICE stated that Hernandez Yanez has remained in the country illegally since then.
Ken Porter, ICE's assistant field director out of Las Vegas, said under the Biden administration, it was difficult for agents to carry out their jobs.
"Now we are able to enforce immigration law and make arrests openly with nothing preventing us — it's a 180-degree turn on our enforcement priorities," Porter said. "We still prioritize the illegal criminal aliens; however, if we encounter someone who has no criminal history, they could be subject to arrest."
Athar Haseebullah, executive director of the American Civil Liberties Union (ACLU) of Nevada, expressed concern over ICE's recent enforcement actions, describing them as 'jarring and scary.'
"It's been jarring to see all across the country how sweeping some of these immigration enforcement actions have been," Haseebullah said. He highlighted reports of increased ICE activities, including targeting individuals as they leave their homes, and expressed concern about the targeting of unaccompanied minors.
Haseebullah criticized ICE's operations, citing incidents such as the cancellation of student visas without notifying universities or students, and alleged excessive force by agents.

"The final point I'll give with respect to how they should be acting is they shouldn't be trying to send people from America off to foreign countries and then saying they lost track of them," Haseebullah said, referencing cases in El Salvador and other locations.
He emphasized the importance of due process, stating, "Due process always should apply," and criticized the administration's approach of labeling individuals as gang members without a legal process.
Despite these challenges, Haseebullah expressed confidence in the judicial system. "I think the courts are going to have the final say," he said, underscoring the ACLU's commitment to upholding the law and the Constitution.
The ACLU of Nevada continues to conduct "Know Your Rights" training statewide and is actively pursuing litigation on behalf of individuals who say their rights have been violated by ICE.
Hernandez-Yanez will be taken to a local ICE holding facility for processing before being taken to the Washoe County jail for a short time before being deported, according to federal agents. He will not have a court hearing here locally because he's exhausted all of his appeals.
