Officers said they made the discovery when they arrested 33-year-old Alexander Taylor Kubesh on Wednesday on multiple felony drug charges as well as endangering the welfare of a child.
Inside the Rumford home he was in at 244 Pine Street, police said they found two children, ages 4 and 5, living in "severely unsanitary and unsafe" conditions along with two young dogs.
Police added that they found crack cocaine, fentanyl, methamphetamine, and several pounds of processed marijuana inside the home as well.
DHHS took custody of the kids, and animal control took custody of the dogs.
Kubesh could face more charges.
