MOULTRIE, Ga. (WALB) — A second person has been arrested in connection with the investigation into unauthorized cameras found at Withers Auditorium.

According to the Colquitt County Sheriff’s Office, the second person arrested is Kelvin Mills. Mills was booked on Sept. 23, 2026, and charged with unlawful eavesdropping or surveillance, a felony under Georgia law. His bond was set at $10,000.

The arrest comes after 53-year-old Joshua Briones of Moultrie was previously arrested and charged with sexual battery and unlawful and illegal eavesdropping and surveillance. The sheriff’s office said Briones’ sexual battery charge does not involve a minor and appears to be separate from the camera investigation.

Former students say involvement with auditorium dates back to at least 2006

Colquitt County Board of Education personnel records show a substitute teacher connection to the school system dating back to at least 2005.

WALB has spoken with several former students and parents since this story first aired. They say that, based on their own experience, involvement with Withers Auditorium dates back to at least 2006, meaning the situation is not new and did not just begin.

WALB has reached out to the school district for more information and they shared the following statement:

This email confirms receipt of your request under the Georgia Open Records Act § 50-18-70 for documents related to cameras in Withers Auditorium. Per the Open Records Law, we have three days to acknowledge and provide an update from receipt of the request. We are in the process of evaluating which items requested are available for public disclosure as we are currently cooperating with law enforcement in an active investigation.  We will give you an update within 5 business days.

Former students express concern

Former students told WALB they were not shocked by the arrests, saying they were only shocked it did not happen sooner.

They told WALB they had raised complaints in the past but felt those complaints were brushed off.

Former students described behavior over the years as consistently bordering on inappropriate. They said it was subtle enough that someone unfamiliar with it might not recognize it as a problem, but not clear-cut enough that they felt they could point to a specific incident and report it. Former students said they made a point not to be alone in the auditorium with certain individuals. Former students also said they believe adults at the time were aware of the behavior.

Former students also raised concerns about camera placement, adding cameras were found in areas around the stage, according to Chappuis, and that a camera does not need to be inside a bathroom or dressing room for its field of view to include those areas.

Former students said the changing rooms and bathrooms at the auditorium were not the only areas used for changing, even if only partially, during events such as musicals. They said this was due to the number of students involved and a lack of space for everyone to change in designated areas. Because of this, former students said they believe the area around the stage, where cameras were found, should be looked at closely, even though the district has said no cameras were found directly inside bathrooms or dressing rooms.

Former students also told WALB they witnessed comments they considered inappropriate. WALB has not independently verified these claims.

Superintendent gives new update to families

Chappuis said the sheriff’s office investigation remains ongoing and cautioned families it could take weeks to answer some of the biggest questions surrounding the cameras.

The superintendent also provided new information about how the cameras were initially discovered. According to Chappuis, an adult reported a concerning interaction with a vendor. The district followed up on that report and discovered the unauthorized cameras near the stage at Withers Auditorium.

The district then changed the locks, disabled network access, and contacted the sheriff’s office.

Chappuis said a team brought in by the sheriff’s office later swept the building and did not find cameras inside bathrooms or dressing rooms. The cameras discovered were in areas around the stage. The sheriff’s office previously reported that cameras were found in close proximity to bathrooms or dressing rooms.

District still does not know who may have been recorded

The district says investigators are still working to determine what was recorded and who may have been affected. If investigators determine families need to be notified, Chappuis said the district will work with the sheriff’s office and district attorney.

The superintendent also said the cameras were not directly connected to the school district’s network and, based on what the district currently knows, no district employee had access to the cameras or what they were filming.

The district is also reviewing its records to determine whether the people involved may have had access to other district facilities through work performed by the company. Chappuis said their primary access was to Withers Auditorium and that any other identified locations will also be inspected.

District changing vendor security procedures

Because of the discovery, Chappuis said the district is changing how vendors are screened. Going forward, every vendor working inside district schools will be required to either undergo a background check or provide proof that one has already been completed by their employer.

The district is also reviewing previous contracts, vendor access, and how work performed inside its facilities is inspected.
