Description
MOULTRIE, Ga. (WALB) — Newly released records show that the Colquitt County School District paid Kelvin Mills, one of two men arrested in an investigation into unauthorized cameras at Withers Auditorium.
In an open records request, WALB obtained 15 invoices from the school district in Mills’ name covering February 2024 to April 2026. Each invoice lists dates, descriptions of work, hours and charges, and most are stamped received. The totals add up to $8,770.
Superintendent Dan Chappuis confirmed in an Oct. 20 email to WALB that Mills was never an employee of the district. After publication, Colquitt County Schools also confirmed in an email to WALB that Mills was hired as an outside vendor to provide audio and visual services.
On Oct. 27, Chappuis emailed WALB stating, “As we continue to do our due diligence in searching for records, we have discovered payment invoices to KM for audio/video services rendered in the district that are available for public disclosure.”
The Colquitt County Sheriff’s Office previously told WALB that it found no ties between the two men arrested and S&L Integrated Systems, the vendor hired for audio and visual support at the auditorium.
S&L said Mills was never employed by the company.
WALB previously asked the district how Mills gained access to school facilities if he was neither a district employee nor an employee of the vendor identified by the district. The district had not responded as of WALB’s Oct. 21 report.

Investigation status
Mills was booked Sept. 23 and charged with unlawful eavesdropping or surveillance, a felony. His bond was set at $10,000.
The Colquitt County Sheriff’s Office said five cameras were found at the auditorium. A Georgia Bureau of Investigation task force searched for additional devices and found none. The sheriff’s office said it believes the two men arrested acted on their own.
S&L said the other man arrested, Joshua Briones, is no longer employed by the company.
Investigator Katrina Johnson said the case remains open and active while investigators review data extracted from the devices. She said evidence will not be released until the case moves through the judicial process.
WALB emailed the sheriff’s office Nov. 6 asking how long the cameras had been installed, whether they were recording and whether investigators had completed their analysis of the devices.
The sheriff’s office said personnel are in training this week and plan to follow up Monday. Officials said investigators are still reviewing data recovered from the devices and have no new developments or additional charges to report.
Parents have asked WALB what the cameras recorded and how long they were in place. Those questions remain unanswered.
