ALBANY, Ga. (WALB) — The Albany Police Department (APD) arrested Marquis De’Sean Green (22) in connection to a deadly shooting on the morning of Thursday, August 27.

Green was charged with the following:

• Felony Murder
• Armed Robbery
• Possession of a Firearm During the Commission of a Crime
• Two counts of Kidnapping

Green reportedly turned himself in later that night, after APD named him a person of interest in he case.

According to APD, officers were called to the 200 block of East Oglethorpe Boulevard around 2:45 a.m. Thursday, Aug. 27, after receiving reports of a shooting.

When officers arrived they found 17-year-old Jamar Phillips dead in a nearby parking lot with a gunshot wound. A second male later contacted dispatch and reported that he had also been shot. The second male was taken to Phoebe Putney Memorial Hospital for treatment and is in stable condition.

Police initially said officers saw a vehicle leaving the area and that the driver failed to stop when officers attempted a traffic stop, leading to a pursuit. Three men inside the vehicle were taken into custody for questioning.

WALB has since learned that the vehicle was not involved in the shooting.

According to APD, investigators determined that Phillips was inside a vehicle with another person when a struggle broke out over the vehicle and a firearm. During the struggle, Phillips was shot inside the vehicle before later falling from the vehicle.

Dougherty County Coroner Michael Fowler said this is Albany’s tenth deadly shooting of the year.

“So many bullet shells out there on the pavement last night. So it just don’t make sense. Where are these kids getting the guns from? I don’t know if there needs to be a curfew, a mandatory curfew at a certain age,” Fowler said.

Community members said it is sad that someone so young was lost.

“I feel like you should be able to do what you want to do without the fear of getting shot. I don’t think you should have to fear. Especially on a college campus, like in a college town, you should be able to go out with your friends and do what you want to do without getting shot,” Yolanda King, a community member, said.

“I hate that the kids get a hold of their guns and stuff, and they get a hold of their parents’ guns and stuff like that. Or they get with their buddies and friends and they have theirs, you know, trying to prove a point and whatever. And then they just leave them up there and go to the county jail. I hope they make better decisions, all kids and teenagers and stuff,” Jamie Harris, a community member, said.

The investigation remains ongoing. APD says additional information will be released as it becomes available.
