ALBANY, Ga. (WALB) - The results of the State Senate District 12 primary race are being formally challenged.

Corey Morgan, a former Camilla council member who lost to Edward Brown in the primary election, sent a letter to the Georgia Secretary of State on May 26 challenging Brown’s eligibility. Morgan claims Brown did not satisfy residency and state citizenship requirements mandated under the Georgia Constitution.

Morgan provided a Virginia voter registration application for Brown that was signed, dated, and submitted Sept. 13, 2024.

“We all signed an affidavit once we qualified to run for office stating these things, that we were qualified, that we met these requirements,” Morgan said. “So again, I want the voters to know the truth. I want them to know that their democratic process is respected and that the laws of the state are honored, that they are enforced.”

The letter to the Secretary of State said Brown’s Virginia voter registration and voting activity through November 2024 render him unable to satisfy the mandatory two-year Georgia citizenship requirement under either the May 19, 2026, primary election date or the Nov. 3, 2026, general election date.

Attorney Chris Cohilas, who represents Brown, said the relevant date is the general election, not the primary election date. Cohilas provided a copy of Brown’s Georgia driver’s license showing it was issued Sept. 20, 2024.

“Mr. Morgan, he makes new allegations every day. Here’s the reality: He has been removed from office twice because he didn’t live where he said he lived,” Cohilas said. “Mr. Brown is from Albany. He was born and raised in Albany. He went to school in Albany. He went away and got his education. He came back home.”
