‘It’s never too late’: Albany investigator details hurdles in 2 unsolved 2025 homicides

Description

ALBANY, Ga. (WALB) — Reluctant witnesses, limited physical evidence, and delays in reviewing forensic and digital evidence are complicating Albany police investigations into two 2025 homicides, leaving investigators working to identify suspects and build cases that could lead to arrests.

Lt. Kawaski Barnes with the Albany Police Department’s Criminal Investigations Bureau says investigators are still working to identify a suspect in one killing and additional suspects in the other.

“Each investigation has its own challenges,” Barnes said. “The circumstances surrounding each case can affect the investigator’s ability to identify suspects and develop sufficient evidence to be able to make an arrest.”

The cases involve:

Jabion Jackson, 19, who was shot and killed Nov. 29, 2025 in the 300 block of Carriage Lane in west Albany. Officers found him in front of a home in the Cedar Lake area just off Lockett Station Road around 7 a.m. No arrests have been made.

Rasheed Moore, 24, who was shot in the parking lot of the former Spotless Nightclub at 107 N Mock Rd. on Aug. 16, 2025 and died at a local hospital. Three men were arrested less than a month after the shooting, including Charles Anthony Porter, who police say is now charged with party to the crime of murder. Investigators say additional suspects remain unidentified.

Reluctant witnesses, limited evidence and time

Barnes said the common challenges in both cases include: witnesses with information who fear retaliation, a lack of physical evidence, and difficulty establishing a clear timeline.

But in other instances, investigators may have an idea of who was involved, but still lack enough to connect the dots for probable cause and a prosecutable case.

“In both incidents, we are pretty sure that there were multiple people out there in the area observed what took place,” Barnes said. “But being willing to come forward and discuss it with law enforcement is another hurdle that we face.”

Barnes also noted that surveillance footage, digital evidence, and forensic results have also presented roadblocks in both cases. He said establishing each person’s specific role, whether it’s a bystander, gunman, or driver, takes time.

“We know that the public want immediate answers, you know, and sometimes we can’t provide that because we have to establish a person’s role in a case,” Barnes said.

But time also passes and witnesses’ memories fade, or witnesses may relocate and surveillance video may no longer be available.

“The passage of time can create a challenge, but it doesn’t mean that the case has been forgotten about,” Barnes said. “If it was your loved one, would you want someone to say something? If someone saw something or knew something, would you want that closure for you and your family like these families want for themselves?”

Investigators say both homicide cases remain active

Barnes stressed both cases are not closed. Investigators continue reviewing evidence, rereviewing interviews, and trying to reinterview witnesses and potential suspects, and pull additional camera footage.

“It’s never too late to come forward with that information,” Barnes said. “Without the public, without the community, we can’t do our job effectively because the police department, we’re not able to be everywhere all the time,” Barnes said.

Anyone with information on Jackson’s killing is asked to call APD at 229-431-2100, or submit a tip through the APD mobile app.

Anyone who was present the night of Moore’s killing is asked to contact Albany Crime Stoppers at 229-436-TIPS (8477), submit a tip through the APD mobile app, or contact the lead investigator at 229-302-0756.
