DOUGHERTY COUNTY, Ga. (WALB) - Dougherty County adopted its first noise ordinance for unincorporated areas.
The new noise ordinance states that between 10 p.m. and 6 a.m., noises should not reach more than 55 decibels above ambient, and between 6 a.m. and 10 p.m., no more than 60 decibels above ambient, according to a release by the county.
Prohibited noises include:
- Loud radio or amplified advertising
- Noisy animals
- Excessive construction outside permitted hours
- Disturbances from vehicles or equipment
- Similar activities that disrupt peace
Emergency response and public safety vehicles, school and church events, parades, daytime construction, religious gatherings and activities protected by law are exempt from the ordinance.
Additionally, residents and businesses may apply through Planning and Development Services for unique events or circumstances. Residents can also appeal enforcement or variance decisions to the Dougherty County Board of Commissioners.
The new rules aim to reduce excessive noise, protect public health and safety and help keep neighborhoods peaceful.
“This ordinance gives our citizens a straightforward process for addressing excessive noise while respecting everyday activities, special events, and local commerce,” Chairman Lorenzo Heard said. “It’s a common-sense step that reflects what we heard from the community: clearer rules, fair enforcement and a more livable Dougherty County for everyone.”
The county said this decision is part of full review and update of all county ordinances. The goal is to make sure the rules are up to date, consistent and easy for everyone to understand.

The county said the ordinance is part of a two-year project led by the county’s Government Affairs Committee, which includes:
- District 5 Commissioner Gloria Gaines, the chairwoman of the committee
- District 3 Commissioner Clinton Johnson
- District 1 Commissioner Ed Newsome
“Our goal was to draft a balanced ordinance that is enforceable in the field and understandable to the public,” Dougherty County Attorney Alex Shalishali said. “The code provides clear standards and a fair process for complaints, while giving the county flexibility for unique circumstances like construction schedules, agricultural operations and permitted community events.”
