WASHINGTON (7News) — Congress is expected to allow President Donald Trump’s 30-day emergency order placing the D.C. Metropolitan Police Department (MPD) under federal control to expire this week, even as House Republicans move ahead with 14 separate bills that would significantly expand federal authority over the District’s justice system.

Mayor Muriel Bowser has touted sharp crime declines since the federal surge began in August — including an 87% drop in carjackings compared to the same period last year — while warning that masked federal agents have damaged trust in some neighborhoods.
A full committee markup is scheduled for Wednesday at 10 a.m. ET in the House Oversight Committee, open to the public and livestreamed on the committee’s website.
What’s in the House GOP package:
According to official committee notices, lawmakers will consider these proposals:
- District of Columbia Home Rule Improvement Act
- Electronic Transmittal of Legislation Act (H.R. 2693)
- Make the District of Columbia Safe and Beautiful Act (H.R. 5103)
- Cash Bail Reform Act
- Strong Sentences for Safer D.C. Streets Act
- Repeal of the Incarceration Reduction Amendment Act (2016) & Second Chance Amendment Act (2022)
- Clean and Managed Public Spaces Act (H.R. 5163)
- DC CRIMES Act (H.R. 4922)
- Juvenile Sentencing Reform Act (H.R. 5140)
- SOAR Act Improvements
- CLEAN DC Act (H.R. 5107)
- Policing Protection Act (H.R. 5143)
- Judicial Nominations Reform Act (H.R. 5125)
- Attorney General Appointment Reform Act
Union reaction:
Gregg Pemberton, Chair of the D.C. Police Union, told 7News some federal presence will likely remain for a time, but said local officers want to lead.
“There will still be federal agents that are here over sometime, but I do think there is going to be some winding down of what we are seeing right now. What we wanna do is we want to do our job. We want to be the police officers in the city, we don’t need federal intervention. We can do this job the problem is we need the right number of police officers and we need the ability to do our job," Pemberton said.
What’s next:
The emergency order is set to expire on Wednesday, with no extension expected on Capitol Hill. Control of MPD would revert to the District unless new action is taken.
Some National Guard support is expected to remain in the city through the end of the year, under ongoing coordination agreements with the District.
