(TNND) — Most Americans don't expect history to be kind to President Joe Biden.
A new Gallup survey found over half, 54%, believe Biden will be remembered as a “below average” (17%) or “poor” (37%) president.
Just 19% think he’ll be remembered as an “outstanding” (6%) or “above average” (13%) president.
Another 26% think Biden will be regarded as simply “average.”
But Biden’s negative-35 net rating, showing the scales tipped towards unfavorable opinions, is rivaled by only Richard Nixon (negative-42 net rating) in the new Gallup survey.
Ten modern presidents were included in the Gallup survey.
John F. Kennedy rated best, and Ronald Reagan, Barack Obama, George H.W. Bush, Jimmy Carter and Bill Clinton all earned net positive ratings in the survey conducted Dec. 2-18.
Donald Trump, based on his first term, George W. Bush, Biden and Nixon all got net negative ratings.
“I do think this is probably the nadir right here. This is the low point,” Seth McKee, a politics professor at Oklahoma State University, said of Biden’s popularity.
Biden should get credit as time goes on for “some of the nuts-and-bolts things” he did, such as the CHIPS and Science Act and the Bipartisan Infrastructure Law, McKee said.
“From a policy standpoint, I think Biden will get better evaluations in the future,” Todd Belt, the Political Management program director at George Washington University, also said.
Belt said Biden’s 250 judicial nominations will have a lasting impact.
McKee said Americans might grow to appreciate that Biden wasn’t “a rabble-rouser” who stoked partisan fires.
McKee said Biden has been “someone who took people on either side of the aisle as people first.”
But partisan views of Biden are drastically different, the Gallup survey shows.
More Democrats expect history to look kindly rather than critically on Biden, though the support is somewhat muted. Nearly as many Democrats believe Biden will be remembered as an “average” president as a good one.
Republicans hold overwhelmingly negative views of Biden. Over three-quarters of them think history will view Biden as a “poor” president.
“The public gets rose-colored glasses over time for a lot of presidents,” Belt said.
Maybe that happens with Biden.
Gallup found public opinion has greatly improved for Trump since he ended his first term.
Trump’s net rating has improved from a negative-32 in 2021 to a negative-4 now.

But McKee doesn’t think Biden will ever be hugely popular.
The issues of age, inflation, and the Afghanistan withdrawal plagued Biden’s presidency, McKee said.
Belt said the public judges presidents through an emotional lens – how they made them feel about themselves and their country.
McKee said Biden’s reputation was tarnished by the perception that he held on too long and wouldn’t step aside for a younger, viable Democratic candidate to take on Trump in the 2024 election.
Belt said a lot of Democrats place Kamala Harris’ election defeat at Biden’s feet.
“Democrats are upset at Biden and think he's a failure, because he wasn't able to win reelection or he wasn't able to get his successor to win reelection,” Belt said. “And Republicans are frustrated just as much as they've ever been. So, you sort of have the two-edged sword going on right now.”
Was it all Biden’s fault?
McKee said Biden took office during a tough, hotly partisan time.
The pandemic was raging when Biden entered the Oval Office.
“I think there's just a lot going on here because, look, the way he responded to COVID seemed to be responsible. But by that point, you got vaccine skeptics,” McKee said.
Questions about Biden’s age grew louder as his presidency went on, but McKee said he believes Biden’s mental fitness was in question right from the beginning.
“I saw him debate Paul Ryan in 2012, and I saw him beat Paul Ryan in 2012. And that was not the same man who was president in 2020,” McKee said.
